A customs union among WAEMU states was established on January 2000. In early 2003, the Government of Mali signed a decree authorizing customs valuation on the transactional value of goods as required by the WTO. In June 2018, the GOM adopted a law to modify the 2001 customs code in order to simplify procedures and take into account international conventions and protocols, including the Kyoto convention of 1999 on simplification and harmonization of customs procedures, the Bali Package of 2013, and other WAEMU requirements.
