Discusses the legal requirements for selling to the host government, including whether the government has agreed to abide by the WTO Government Procurement Agreement or is a party to a government procurement chapter in a U.S. FTA. Specifies areas where there are opportunities.

The IDB group lends to both governments (sovereign guaranteed lending) and the private sector via the IDB Invest.  Approximately 80% of loan commitments are to governments and 20% via the private sector lending window.

As a result, much of the activity of the IDB is in support of governments to augment and compliment their public procurement programs.
